Portland Cement Association (PCA) is lobbying US climate legislation with negative and limited engagement. Portland Cement Association communications suggest an acceptance of climate change science yet it appears to oppose the need to dramatically reduce greenhouse gas emissions.

From 2014-17 Portland Cement Association strongly opposed the US Clean Power Plan, including in a 2014 consultation response and by taking legal action against the plan in 2015. PCA further supported President Trump’s plan to revise and review the plan in 2017 and also stated opposition to proposed methane emission standards in 2016. Evidence suggests Portland Cement Association is unsupportive of renewable energy and energy efficiency targets contained within the Clean Power Plan, yet a 2014 statement also indicates possible support for greater energy efficiency standards for infrastructure.

Portland Cement Association appears to support the energy transition, the President of the PCA in 2021 supporting the decarbonization of industry and in 2020 stating that the PCA looks forward to working with the Biden team to develop policies to achieve net-zero emissions across the cement and concrete sectors by 2050.
