The Japan Cement Association (JCA) has been unsupportive of government intervention on climate and energy policy, and appears to support an ongoing role for coal in the energy mix. The JCA’s communications, including messaging from its leadership, appear to have emphasised the role of voluntary emission reduction efforts on climate. JCA appears to support voluntary initiatives in conjunction with the Japanese Business Federation's ‘Keidanren Voluntary Action Program’, specifically endorsing energy efficiency targets as the cement industry's contribution to global climate change mitigation. However, JCA has actively opposed climate change regulation in Japan, for example, supporting the repeal of taxes to combat global warming in 2015. While JCA has stated support for certain “alternative fuels” for use in the cement manufacturing process (e.g. wood chips, waste plastic, waste oil, etc), the organisation also appears to remain supportive of on the role of coal in the energy mix. In 2018 and 2019, JCA has retained an ongoing position on the executive board of Clean Coal Day, an event hosted by JCOAL, which promotes coal power in Japan.
