Camara Nacional del Cemento (CANACEM) appears to have a mixed engagement with climate change policy. The organization has not made its individual climate policy positions clearly available on its website but has worked with Mexico’s Ministry of Environment and Natural Resources to create a National Appropriate Mitigation Action (NAMA) for the cement industry. The NAMA commits its members to implement actions to help mitigate climate change by 2020, along with emission reduction targets starting from 2020 going forwards. CANACEM seems to have promoted voluntary standards designed to increase the proportion of alternative fuels and reduce the amount of fossil fuels used in cement production to achieve these emission targets. However, in a presentation given by him to the Mexican government in September 2012, CANCEM President Osmin Rendon opposed a carbon tax on fossil fuels on the grounds of it being a threat to commercial competition and advocated that such a tax should not be applied at that time. Despite this, he appears to have support tax breaks for renewable energy. He has also criticized other sectors of Mexican industry for blocking national policy frameworks to reduce emissions advocating for businesses to be a factor of positive change on this issue.
