Associazione Italiana Tecnico Economica del Cemento (AITEC)’s lobbying on climate and energy policy appears to be mixed and limited. The organization seems to support emission reductions in the cement industry but only up to a point, stressing that it is not possible to eliminate the majority of CO2 emissions from cement production. Furthermore, it has suggested that the ‘essential function’ that cement can play in responding to changing climate should be weighed into consideration when producing the sector’s emissions reduction regulation. AITEC has lobbied for ‘alternative’ fuel legislation that would increase the cement industry’s access to fuels recovered from waste disposal, arguing that this will reduce the industry’s reliance on fossil fuels and result in cross-sector GHG emission reductions. However, AITEC is a member of the EU trade association CEMBUREAU, which has actively opposed reforms to the EU ETS and has lobbied for ongoing allocation of free emission permits for the cement sector.
