The American Legislative Exchange Council (ALEC) is actively and negatively lobbying US climate change policy. ALEC appears to oppose any effort to decrease carbon emissions as ‘politically infeasible and unenforceable’, rejects the need for climate regulations in the US and, in December 2016, called on President Elect Trump to reject the Paris Climate Agreement. Evidence further suggests ALEC continues to support climate change denial and has previously organized climate deniers to speak at events. ALEC issues model policy suggestions to be used by legislatures at a state level to oppose or weaken climate regulations. For example, 65 ALEC-sponsored bills were introduced between 2013-15 in state legislatures to weaken renewable portfolio standards. Other model bills have opposed renewable subsidies, as well as carbon tax and emissions trading policies. ALEC does not support EPA greenhouse gas regulations, has produced model bills to oppose the Clean Power Plan, and, in a 2014 consultation response, condemned the plan as flawed and illegal. ALEC supports a sustained role for coal in the energy mix and the expansion of unconventional oil and gas production.
