The German Chemical Industry Association (VCI) is actively and negatively lobbying EU climate change policy. VCI’s support for a globally binding UN Treaty on climate change is measured by concerns for competitiveness and deindustrialization. In addition, VCI appears to oppose unilateral EU action to reduce emissions. Evidence indicates that VCI has lobbied against EU energy efficiency targets in 2012 and reform of the EU emissions trading scheme to increase its effectiveness in 2014. The VCI also appears to have argued for the exemption of energy intensive industries from a tax to fund renewable energy development in Germany, it has opposed the German Energiewende (energy transformation) and has lobbied for an increased role for shale gas in the energy mix.
